The Parliamentary Assembly of the Council of Europe (PACE) has developed a structured dialogue with exiled Russian democratic forces. Resolution 2621 (2025) laid the political groundwork for sustained engagement, affirming the importance of supporting democratic representation beyond the Russian Federation. In September and October 2025, PACE formally proposed and then established a dedicated Platform for Dialogue to institutionalize this cooperation. The Platform was created to enable regular consultation, policy input, and coordination with Russian democratic actors opposed to the war and authoritarian rule.
Its first official meeting was held in Strasbourg in January 2026.
