Мы не признаем предстоящие в России «выборы» легитимными и не считаем их свободным и конкурентным волеизъявлением.
Но сегодня есть и еще одно принципиальное обстоятельство: все партии, допущенные к участию, действуют в рамках созданной Кремлем политической системы и участвуют в процедурах, распространяемых на захваченные украинские территории.
Кроме того, в списки кандидатов различного уровня включены более 1500 участников войны с Украиной.
Война против Украины преступна. Российские войска должны быть выведены со всех оккупированных территорий, а международно признанные границы Украины восстановлены.
Именно поэтому нельзя требовать вывода российских войск со всех оккупированных территорий и одновременно призывать к участию в российских «выборах», проводимых на этих территориях.
Именно поэтому нельзя называть войну преступной и одновременно агитировать за партии, которые ее поддерживают.
В вопросах войны и оккупации принципиальная ясность важнее тактической выгоды: предстоящие «выборы» легитимными признаны быть не могут; агитация за провоенные партии, поддержка «избирательных мероприятий», проводимых на захваченных территориях, — недопустимы.

We do not recognize the upcoming “elections” in Russia as legitimate, nor do we consider them a free and competitive expression of the popular will.
But today there is another fundamental circumstance: all parties admitted to participate operate within the political system created by the Kremlin and take part in procedures that extend to the occupied Ukrainian territories.
Moreover, the candidate lists at various levels also include more than 1,500 participants in the war against Ukraine.
The war against Ukraine is criminal. Russian troops must be withdrawn from all occupied territories, and Ukraine’s internationally recognized borders must be restored.
This is precisely why one cannot demand the withdrawal of Russian troops from all occupied territories while at the same time calling for participation in Russian “elections” held in those territories.
This is precisely why one cannot call the war criminal while at the same time campaigning for parties that support it.
On matters of war and occupation, principled clarity matters more than tactical advantage: the upcoming “elections” cannot be recognized as legitimate; campaigning for pro-war parties and support for “electoral events” held in the occupied territories are impermissible.
