Заявление российских участников Платформы при ПАСЕ в связи с годовщиной убийства Алексея Навального
Совместное заявление министров иностранных дел Германии, Франции, Нидерландов, Швеции и Великобритании установило, что Алексей Навальный был убит в заключении путём отравления эпибатидином. Члены платформы российских демократических сил при ПАСЕ констатируют: это заявление подтверждает то, что мы знали и о чём говорили с самого начала — ответственность за гибель Алексея Навального лежит на режиме Владимира Путина.
Убийство Навального — не единичный акт, а закономерное звено в цепи системных преступлений кремлёвского режима против собственных граждан и граждан иностранных государств. Отравление Навального «Новичком» в 2020 году, покушение в Солсбери в 2018 году, повлёкшее гибель британской гражданки Дон Стёрджесс, убийства Анна Политковской, Натальи Эстемировой, Бориса Немцова и других оппозиционных политиков, журналистов и правозащитников— всё это элементы целенаправленной политики государственного террора, осуществляемой Кремлём на протяжении десятилетий.
1. Путин несёт персональную ответственность за гибель Навального. Алексей Навальный был убит, находясь в полной власти российского государства — в исправительной колонии «Полярный волк». Только российское государство располагало средствами, мотивом и возможностью совершить это преступление. Владимир Путин, как лицо, осуществляющее абсолютный контроль над силовыми структурами Российской Федерации, несёт прямую и персональную ответственность за это убийство. Мы заявляем об этом открыто и недвусмысленно: Путин — убийца и военный преступник.
2. Кремлёвский режим систематически нарушает Конвенцию о запрещении химического оружия. Заявление пяти европейских министров справедливо указывает на то, что Россия не уничтожила все запасы химического оружия. Использование боевых отравляющих веществ против политических оппонентов представляет собой грубейшее нарушение Конвенции о запрещении химического оружия и Конвенции о биологическом и токсинном оружии. Это не предмет дискуссии — это установленный факт, и мировое сообщество обязано дать ему правовую оценку.
3. Мы призываем все делегации Парламентской ассамблеи Совета Европы поддержать заявление пяти европейских министров и потребовать создания международного трибунала по расследованию преступлений путинского режима — от убийства Навального и других политических оппонентов Кремля до военных преступлений в Украине и на территории самой России.
Алексей Навальный отдал свою жизнь за свободную Россию. Он вернулся в страну, зная, что его ждёт тюрьма или смерть, потому что верил, что Россия может быть другой. Мы обязаны добиться того, чтобы его гибель не была напрасной. Память о Навальном — это не только скорбь. Это обязательство. Обязательство перед народами современной России, перед её гражданами и перед всеми, кто верит в справедливость.
Statement by the Russian Participants of the Platform at PACE in Connection with the Anniversary of the Murder of Alexei Navalny
The Joint Statement of the Foreign Ministers of Germany, France, the Netherlands, Sweden, and the United Kingdom established that Alexei Navalny was killed in detention by poisoning with epibatidine. The members of the Platform of Russian Democratic Forces at PACE state: this statement confirms what we knew and what we had said from the very beginning — responsibility for the death of Alexei Navalny lies with the regime of Vladimir Putin.
Navalny’s murder is not an isolated act, but an inevitable link in a chain of systemic crimes by the Kremlin regime against its own citizens and the citizens of foreign states. The poisoning of Navalny with “Novichok” in 2020, the attempted assassination in Salisbury in 2018 that resulted in the death of British citizen Dawn Sturgess, the murders of Anna Politkovskaya, Natalia Estemirova, Boris Nemtsov, and other opposition politicians, journalists, and human rights defenders — all of these are elements of a deliberate policy of state terror carried out by the Kremlin over decades.
1. Putin bears personal responsibility for Navalny’s death. Alexei Navalny was killed while in the full custody of the Russian state — in the penal colony “Polar Wolf.” Only the Russian state possessed the means, the motive, and the opportunity to commit this crime. Vladimir Putin, as the individual exercising absolute control over the security structures of the Russian Federation, bears direct and personal responsibility for this murder. We state this openly and unequivocally: Putin is a murderer and a war criminal.
2. The Kremlin regime systematically violates the Chemical Weapons Convention. The statement by the five European ministers rightly indicates that Russia has not destroyed all of its chemical weapons stockpiles. The use of military-grade toxic agents against political opponents constitutes a gross violation of the Chemical Weapons Convention and the Biological and Toxin Weapons Convention. This is not a matter for debate — it is an established fact, and the international community is obliged to provide it with a legal assessment.
3. We call on all delegations of the Parliamentary Assembly of the Council of Europe to support the statement of the five European ministers and to demand the creation of an international tribunal to investigate the crimes of the Putin regime — from the murder of Navalny and other political opponents of the Kremlin to war crimes in Ukraine and on the territory of Russia itself.
Alexei Navalny gave his life for a free Russia. He returned to the country knowing that prison or death awaited him, because he believed that Russia could be different. We are obliged to ensure that his death was not in vain. The memory of Navalny is not only grief. It is an obligation. An obligation to the peoples of modern Russia, to its citizens, and to all who believe in justice.
